Power in the wind rises with the cube of speed, which is why a modestly windier site is much more valuable. Farms share roads, cables, and substations. Offshore construction is costlier and often windier.
Capacity factor captures how much energy a plant actually produces relative to running flat-out. For wind it is a resource-and-design number, not a failure of the machine.
